Yucheng High-Tech Zone is formerly called Yucheng Xinshiji Industrial Park, which was initially built in March, 1999, approved as State-Level Township Enterprise Science & Technology Park by the Department of Agriculture in December, 2000 and approved as City-Level High-Tech Development Zone by Dezhou Government in May, 2001. In September, 2002, Shandong Provincial Government approved it as Provincial-Level High-Tech Development Zone and as Biological Technology Base of National Torch Plan in February, 2003. On December 28, 2004, Yucheng High-Tech Zone was officially passed the certification of the Provincial Government and became the only Provincial-Level High-Tech Development Zone established in county-level city of the whole Shandong Province. At present, the planning area of the High-Tech Zone has reached 20 square kilometers from less than 4 square kilometers originally. 136 enterprises have been established here in the High-Tech Zone, of which 16 enterprises were credited as more than Provincial-Level High-Tech Enterprises and 5 enterprises as State-level High-Tech Enterprises. The High-Tech Zone owned 6 famous trademarks and 2 famous brands of Shandong Province and 1 national famous brand and 4 projects have been listed into National “863” plan. In the first half year of 2007, the total income of technology, industry and trade in the High-Tech Zone amounted RMB 5,341,000,000 Yuan, total investment of fixed assets RMB 2,072,000,000 Yuan and the export volume of High-Tech Product reached 28,700,000 dollars. In 2006, the High-Tech Zone acquired Honorary Titles of Shandong Advanced Grassroots Communist Party Organization, Ten Scaled Enterprises Getting-together Park of Shandong County Economy, Shandong Advanced Culture Community, Shandong Industrial Tourism Demonstration Spot and National Industrial Tourism Demonstration Spot successively.
Structural Establishment: in June, 2006, Yucheng City Commission adjusted structures of the High-Tech Zone in line with starting new management and upgrading business, establishing Compressive Office, Economic Development Bureau, Social Affaires Bureau, investment-promoting Bureau and Construction Planning Bureau, all of which belong to bureau-level departments. Meanwhile, such departments as State Taxation, Local Taxation, Police Office, Court, Industry & Commerce and State Land have successively established special departments in the High-Tech Zone, enforcing such functions as administrative approval and supervision and management.
Income of State Tax and Local Tax: in 2006, the income of State tax and Local tax reached RMB 107,400,000 Yuan, three times of the income in 2005, of which, the income of State tax RMB 87,100,000 Yuan, the income of local tax RMB 20,300,000 Yuan; in the first half year of 2007, the income of State tax and Local tax reached RMB 55,363,100 Yuan, of which, the income of State tax RMB 44,978,600 Yuan, the income of local tax RMB 10,384,500 Yuan. The growth rate of local tax in comparison with the same former period was 19.02£¥. The High-Tech Zone has switched from investment type to rewarding type.
Characteristic Industry: the High-Tech Zone has formulated its development strategy and the chain of leading industry, which mainly develops such ten-billion green industries as functional sugar, artificial board and soft “gold” and five-billion industry as food, machinery and chemical industry. The characteristic park focusing on development of biological technology, precision machinery, precise cashmere weaving and wood processing has been formed. At the same time, the High-Tech Zone has acquired three famous city brands, which are “Provincial-Level High-Tech Area”, “China Functional Sugar City”, “Biological Technology Base of National Torch Plan”. The High-Tech Zone is led by Futian Company, Baolingbao Company and Longli Company and the functional sugar industry represented by such products as xylitol, oligosaccharide and oligo xylitol enjoys fame in whole China. The comprehensive annual yielding ability of these three sugars reaches 400,000 tons, taking up 60% of the national yielding ability. Yucheng High-Tech Zone has become the best Functional Sugar Production Base enjoying the largest scale, most varieties and highest market coverage rate around China.
Management and Services: infrastructure in the High-Tech Zone is perfect and such facilities as road, electricity, gas, telecommunication and network function well. Meanwhile, the High-Tech Zone has passed certification of ISO9000 Service System and ISO14001 Environmental System; Yucheng Administrative Approval Hall is established, with 26 Function Departments, such as City Industry & Commerce, Taxation, Land Management and Construction. Strengthen “24 hours, zero-barrier, baby-taking care style, one-station for whole” service; improve “regular meeting” service, hotline service, site office service, making service quality gradually become superior and standardized; step up supervision on enterprises within the zone in cooperation with City Security Department, Environmental Protection Department and Taxation Department.
Introducing investment: on the basis of enjoying favorable policies of provincial High-Tech Zone and in line with State laws, regulations and superior policies, Yucheng High-Tech Zone has made preferential measures favorable for local development according to specific local conditions. Corresponding preferential measures have been given to concrete program by means of “one consultation for one issue” and “one policy for one enterprise”. Special preferential policy has been inclined to projects featured by large size, high investment content, high tax payment and strong radiation ability. The Zone pays great effort to create investment promotion effects by encouraging to introduce projects featured by large-scale, high-tech, good brand, and international. Special protection has been offered for foreign investors through special line report and organizing them to provide advice for Function Departments so that their legal interests won’t be infringed. In the first half year of 2007, there were altogether 24 projects in Yucheng High-Tech Zone and the total investment reached RMB 2,340,000,000 Yuan, with investment on newly-built and continuously-built projects RMB 2,160,000,000 Yuan. The High-Tech Zone has introduced and officially signed contracts with 5 projectss, construction on all of which has already begun, with total investment RMB 0.65 billionYuan.
